Confluences has been tasked by the French Development Agency (AFD) to conduct an opportunity analysis of the Cambodian digital sector, highlight developmental perspectives, and help them develop a project portfolio in that sector. In doing so, our team will have to engage and meet with all relevant Cambodian ministries, agencies, regulatory authorities, subnational administration, state-owned enterprises, and other stakeholders as identified in the two game-changing policy frameworks issued by the Royal Government of Cambodia — namely the Cambodia Digital Economy and Society Policy Framework (CDESPF) 2021-2035 and the Cambodia Digital Government Policy (CDGP) 2022-2035.

In 2022, the same ministry tasked Confluences in developing a district-level Urban Tourism Plan for Phnom Penh, in order to turn the Capital city into a premier sustainable urban heritage tourism destination.
