This draft Sangkat-level Urban Tourism Plan was prepared and developed by Confluences Access in partnership with New York-based Trove Tourism Development Advisors on behalf of the Cambodian Ministry of Tourism. This plan was financed by a grant from the French Agency of Development (AFD) through its Tourism Commercial Capacity Building Program (TCBP).
The main objective was to support the sustainable local economic development of the proposed areas: Phsar Kandal Ti Mouy/Riverside and Wat Phnom/La Poste in Phnom Penh.
The plan is based on the best international models adapted to the Cambodian context and provides a framework to enhance the quality of the tourism potential of the target areas in a structured manner, and to provide a replicable model for localised urban tourism planning in other cities and towns in Cambodia. This would also enable the local community to gain benefits from the natural and cultural heritage.
Together with Trove consultants, our Access team spent almost a full-year collecting and reviewing all existing and previous tourism planning-related documents relevant to the project areas, creating and organising a local stakeholder tourism steering group involving the public, private, and community. We also conducted a place audit and situation diagnostic of the project areas, carrying out an assessment of heritage importance of local architectural assets, collecting data related to existing tourism flows, and creating a framework interpretive plan based on local stakeholder inputs to guide future product development.
Finally, our team had the great honour to present the mission and its recommendations during a Dissemination Workshop on the Achievements of the Implementation of TCBP, organised conjointly by the Cambodian Ministry of Tourism and the AFD.
